Artificial Intelligence, Mass Surveillance, and the Quiet Reengineering of Higher Education

The Higher Education Inquirer has approached artificial intelligence not as a speculative future but as a present reality already reshaping higher education. Long before university leaders and consultants embraced Artificial Intelligence (AI) as an abstract promise, HEI was using these tools directly while documenting how they were being embedded into academic institutions. What has become increasingly clear is that AI is not merely an educational technology. It is a structural force accelerating corporatization, automation, and mass surveillance within higher education.

Artificial intelligence enters the university through the language of efficiency and personalization. Administrators speak of innovation, student success, and institutional competitiveness. Yet beneath this language lies a deeper transformation. Teaching, advising, grading, counseling, and evaluation are increasingly reduced to measurable functions rather than human relationships. Once learning is fragmented into functions, it becomes easily automated, monitored, outsourced, and scaled.

This shift has long been visible in for-profit and online institutions, where scripted instruction, learning management systems, predictive analytics, and automated advising have replaced meaningful faculty engagement. What is new is that nonprofit and elite universities are now adopting similar systems, enhanced by powerful AI tools and vast data collection infrastructures. The result is the emergence of the robocollege, an institution optimized for credential production, labor reduction, and data extraction rather than intellectual growth.

Students are told that AI-driven education will prepare them for the future economy. In reality, many are being trained for an economy defined by automation, precarity, and diminished human agency. Rather than empowering students to challenge technological power, institutions increasingly socialize them to adapt to it. Compliance, constant assessment, and algorithmic feedback replace intellectual risk-taking and critical inquiry.

These developments reinforce and intensify inequality. Working-class students, student loan debtors, and marginalized populations are disproportionately enrolled in institutions where AI-mediated education and automated oversight are most aggressively deployed. Meanwhile, elite students continue to receive human mentorship, small seminars, and insulation from constant monitoring. Artificial intelligence thus deepens a two-tier system of higher education, one human and one surveilled.

Mass surveillance is no longer peripheral to higher education. It is central to how AI operates on campus. Predictive analytics flag students as “at risk” before they fail, often without transparency or consent. Proctoring software monitors faces, eye movements, living spaces, and biometric data. Engagement dashboards track clicks, keystrokes, time spent on screens, and behavioral patterns. These systems claim to support learning while normalizing constant observation.

Students are increasingly treated as data subjects rather than citizens in a learning community. Faculty are pressured to comply with opaque systems they did not design and cannot audit. The data harvested through these platforms flows upward to administrators, vendors, private equity-backed education companies, and, in some cases, government and security-linked entities. Higher education becomes a testing ground for surveillance technologies later deployed across workplaces and society at large.

At the top of the academic hierarchy, a small group of elite universities dominates global AI research. These institutions maintain close relationships with Big Tech firms, defense contractors, and venture capital interests. They shape not only innovation but ideology, presenting AI development as inevitable and benevolent while supplying talent and legitimacy to systems of automation, surveillance, and control. Ethics initiatives and AI principles proliferate even as accountability remains elusive.

Cultural warnings about technological obsolescence no longer feel theoretical. Faculty are told to adapt or be replaced by automated systems. Students are told to compete with algorithms while being monitored by them. Administrators frame automation and surveillance as unavoidable. What is absent from these conversations is moral courage. Higher education rarely asks whether it should participate in building systems that render human judgment, privacy, and dignity increasingly expendable.

Artificial intelligence does not have to dehumanize higher education, but resisting that outcome requires choices institutions have largely avoided. It requires valuing human labor over scalability, privacy over control, and education as a public good rather than a data pipeline. It requires democratic governance instead of technocratic management and surveillance by default.

For years, the Higher Education Inquirer has examined artificial intelligence not as a neutral tool or a distant threat, but as a technology shaped by power, profit, and institutional priorities. The future of higher education is not being determined by machines alone. It is being determined by decisions made by university leaders, technology firms, and policymakers who choose surveillance and efficiency over humanity.

The question is no longer whether AI will reshape higher education.
The question is whether higher education will resist becoming a fully surveilled system that trains students to accept a monitored, automated, and diminished future.

China Select Committee Launches AI Campaign with Legislation to Block CCP-Linked AI from U.S. Government Use

WASHINGTON, D.C. — As the House Select Committee on the China opens its landmark hearing, “Authoritarians and Algorithms: Why U.S. AI Must Lead,” Committee leaders are unveiling new bipartisan legislation to confront the CCP’s growing exploitation of artificial intelligence.

Chairman John Moolenaar (R-MI) and Ranking Member Raja Krishnamoorthi (D-IL) today announced the House introduction of the “No Adversarial AI Act” bipartisan legislation also being championed in the Senate by Senators Rick Scott (R-FL) and Gary Peters (D-MI). The bill would prohibit U.S. executive agencies from acquiring or using artificial intelligence developed by companies tied to foreign adversaries like the Chinese Communist Party. The House legislation is cosponsored by a bipartisan group of Select Committee members, including Reps. Ritchie Torres (D-NY) and Darin LaHood (R-IL). 

 

“We are in a new Cold War—and AI is the strategic technology at the center,” said Chairman Moolenaar. “The CCP doesn’t innovate—it steals, scales, and subverts. From IP theft and chip smuggling to embedding AI in surveillance and military platforms, the Chinese Communist Party is racing to weaponize this technology. We must draw a clear line: U.S. government systems cannot be powered by tools built to serve authoritarian interests.”


What the No Adversarial AI Act Does:

  • Creates a public list of AI systems developed by foreign adversaries, maintained and updated by the Federal Acquisition Security Council.
  • Prohibits executive agencies from acquiring or using adversary-developed AI—except in narrow cases such as research, counterterrorism, or mission-critical needs.
  • Establishes a delisting process for companies that can demonstrate they are free from foreign adversary control or influence.

 

“Artificial intelligence controlled by foreign adversaries poses a direct threat to our national security, our data, and our government operations,” said Ranking Member Raja Krishnamoorthi. “We cannot allow hostile regimes to embed their code in our most sensitive systems. This bipartisan legislation will create a clear firewall between foreign adversary AI and the U.S. government, protecting our institutions and the American people. Chinese, Russian, and other adversary AI systems simply do not belong on government devices, and certainly shouldn’t be entrusted with government data.”


Senator Rick Scott said“The Communist Chinese regime will use any means necessary to spy, steal, and undermine the United States, and as AI technology advances, we must do more to protect our national security and stop adversarial regimes from using technology against us. With clear evidence that China can have access to U.S. user data on AI systems, it’s absolutely insane for our own federal agencies to be using these dangerous platforms and subject our government to Beijing’s control. Our No Adversarial AI Act will stop this direct threat to our national security and keep the American government’s sensitive data out of enemy hands.”


The legislation marks a major action in the Select Committee’s AI campaign, which aims to secure U.S. AI supply chains, enforce robust export controls, and ensure American innovation does not fuel authoritarian surveillance or military systems abroad.

 

Today’s hearing and legislation continues the series of new proposals and messaging the Committee will roll out this summer to confront the CCP’s exploitation of U.S. innovation and prevent American technology from fueling Beijing’s AI ambitions.

Socrates in Space: University of Austin as a Model of America's Ivory Tower Future

The University of Austin's inaugural class begins this September. While its founding has had some media attention, critical and uncritical, little is known about the school, other than its founders and some of the curriculum--and more recently about the school's constitution and austere, free market business model. We expect the public to receive information akin to propaganda from the new university while investigative reporters attempt to find what's really developing.  

Tomorrowland's Elite Model

The US has had three major growth periods in elite higher education with the founding of Christian-based Ivy League schools in the 17th and 18th centuries, the rise of more private colleges in the 19th century, and the evolution of state flagship universities in the 20th century, which altered their missions from teaching to focus more on research and medicine.

According to President Pano Kanelos, the University of Austin (UATX) is modeled after elite schools founded by the money of 19th century capitalists: Johns Hopkins University, the University of Chicago (John D. Rockefeller), and Stanford University. In its original plan, the school is seeking accreditation but not public funding. And without federal funding, the school is not required to be transparent on a number of issues, including finances, student demographics, and crime statistics. A limited amount of information will be available on the institution's IRS 990 forms.

UATX's leaders see the school as a model for elite education in the 21st century and beyond: socializing future elites in neo-classical western thought and the search of the truth as they know it: through the lens of US venture capitalists and US private equity. The school's donors include Palantir co-founder Joe Lonsdale who created the start up funds for UATX, real estate investor Harlan Crow, and global real estate investor Scott Malkin.  

Despite its calling for intellectual diversity, the University of Austin will serve as a safe space for conservative and libertarian youth, especially young men: blind to race, class, and gender, and friendly to those who may feel intimidated by progressive folks and the recent pro-Palestinian movement on elite campuses. UATX will be attuned to the needs of private capital and the promotion of their ventures and the ventures of their allies: from bitcoin, to artificial intelligence, to private space exploration

Command and Control

At the University of Austin, there will be no faculty senate and no faculty tenure. The initial faculty roster is composed of 19 men and 4 women--and appears to be disproportionately white. Staff and support roles will be done largely by artificial intelligence and workers in Guatemala.   

 

Artificial Intelligence will be used to reduce labor costs at the University of Austin. 

Prospective students will selected by the faculty and on merit, which includes standardized test scores. Those who matriculate will learn classical and neoclassical western philosophy (like Socrates and the Federalist Papers) and English Literature in combination with science and engineering, where all students will take the same coursework for the first two years, then become research fellows in the remaining two years, with each student involved in practically solving "a major political, social or economic problem...by the time they graduate."

Students will share apartments off campus where they will do their own cooking. There will be no amenities on campus or campus police, but local gyms and local police will be in the area. Aside from the Austin Union, the student body is expected to start their own clubs and activities. The physical library is a small room with a few bookshelves, and the librarian has additional duties. Civil debate is encouraged, but campus protests will be limited--it is said, to protect the rights of all students. 

The founding 2024 class is expected to enroll 100 students, growing to 200 students in 2025 and 1,000 students in 2028, reaching a peak of 4,000, and with a new campus. After the founding class, which will receive free tuition for four years, tuition is expected to be about $32,500 per year, with a number of students receiving scholarships.
